A Message from the Company Commander

Welcome to the United States Military Academy (USMA), Headquarters and Headquarters Company (HHC), and the West Point community.  We are excited to have you join our team and look forward to your arrival. 

We are certain your assignment as a member of USMA will be challenging and rewarding.  Our mission is "To build, educate, train, and inspire the Corps of Cadets to be commissioned leaders of character committed to the Army Values and ready for a lifetime of service to the Army and Nation."

HHC, USMA is located at 626 Swift Road, West Point, NY 10996, Room 103.  Upon arrival, report to HHC, USMA to sign in from leave.  We are open from 0900 to 1600hrs, Monday through Friday, except for holidays.  During the peak PCS season, May-August, in-processing will be conducted at 0900 and 1300 Monday-Friday. If you arrive after hours, email hhcmailbox@westpoint.edu or call myself or the 1SG to let us know that you have arrived.

Steps to Reporting and In-Processing HHC

Arrive to West Point with copies of PCS Orders, Amendments, and IPPS-A Absence. Report and sign-in off leave at HHC in uniform (building just north of the bowling alley), 626 Swift Rd, Room 103.

  • After duty hours, on weekends, or holidays, email hhcmailbox@westpoint.edu or call the CDR or 1SG to notify HHC of your arrival

If you need to contact HHC, email is the primary means of communication.

NLT the last day of approved PCS Leave or House Hunting, SM reports to HHC USMA to report and sign in

Do not submit your SmartVoucher until you have in processed with HHC with:

  • Approved Absence Request
  • PCS Orders

 

*** If you experience issues that hinder physical or timely reporting, notify HHC via Email at hhcmailbox@westpoint.edu to identify an appropriate course of action.

*** If requesting Admin Leave- House Hunting or Additional Ordinary Leave, SM must complete a new IPPS-A Absence to be approved by gaining supervisor and applicable approval authority.  IAW AR 600-8-101, SMs must report for Installation in-processing within 24-hours of arrival (sign-in to unit) so additional leave immediately upon reporting should only be approved for extenuating circumstances.

  • May-August: at 0900 and 1300 M-F, SM will conduct in processing briefing with MPD followed by HHC’s initial in processing brief, both completed at HHC
  • September - April: During duty hours (M-F 0800-1600), SM will report to MPD to initiate in processing only if SM has already signed in from leave with HHC

MPD does the following:

  • Initiate in processing for SMs distributing in processing checklist
  • Brief SMs on installation resources
  • Arrive SM to appropriate UIC in IPPS-A

HHC does the following:

  • Provide SM with HHC In processing packet consisting of:
    • Personnel Data Sheet
    • DA 5960 (BAH form)
  • Central Parking Area (CPA) Pass form (f necessary)
  • Weapons Registration Form (If necessary)
  • Motorcycle Rider Packet (If necessary)
  • Annotate sign in date on PCS Orders
  • CDR signs DA Form 5960 and HHC returns to the SM
  • Initiate Supplemental Issue (NCOs only)

SM does the following:

  • Begin in processing of installation by completing the checklist
  • Return to HHC when checklist is complete to return the packet to HHC along with:
    • Updated DD93
    • Updated SGLI
    • Most recent ACFT Card and HTWT date
    • MEDPROS print out showing Medical Readiness
  • Return installation checklist to MPD at BLDG 622

How to PCS from West Point – RFO to Departing WP

Note: “Transportation Pick Up Spread Date Changes” Once SM has Orders, SM must immediately log into DPS (move.mil) and create an application listing the 7 calendar days spread he/she would like HHG picked up. DO NOT make permanent plans to clear housing, travel, etc. until the move is scheduled with a TSP/Carrier and dates are confirmed.

  • * ENLISTED ONLY DA Form 5118 – email to hhcmailbox@westpoint.edu for HHC CDR/1SG’s signature (MEDPROS must be current)
  • Sponsorship: complete part III of DA 5434 and Survey www.act.army.mil

  • CONUS: NLT 10 business days of receiving all required levy briefing documentation
  • OCONUS: 10 business days of receiving gaining command’s approval for family travel and all required levy briefing documentation
  • *Schedule Household Goods
    • SM with Orders will create a DPS move application in move.mil. SM must decide which 7 calendar day spread he/she wants for HHGs pick-up dates. Transportation Counselor will contact SM after receiving move.mil application. 
  • Schedule Passport requirements

NOTE: 
TSP/Carrier must confirm pick up dates before SM:

(1) Prepares Absence Request

(2) Schedule Housing appointment

(3) Make IHG Reservation or other Housing arrangements

  • “To” date must be the day before your report date, even if you plan to report early
  • “From” date will be the date you plan to depart unless you are taking Administrative Absence for House Hunting:
    • If so, an Admin Absence for House Hunting must be put into IPPS-A beginning on your departure date even though we know you are using the admin absence at the end of your leave and not in the beginning. Your PCS leave Absence request will then start at the end of the Admin Absence. This is due to an issue where you must be on a chargeable absence the day before your report date or IPPS-A will not allow you to be departed from USMA and attached to your gaining unit 
  • Submit in IPPS-A through your typical routing chain
  • If there are issues with your chain, submit with the HHC CDR as the supervisor and attach a copy of your orders to the request
  • MPD emails clearing papers to SM NET day prior to 1st day of clearing.
  • SM must schedule “Final Out” appointment with Records  Manager/PSB ** via email
  • 10 business days to clear the installation
  • Each section/agency must be cleared
  • HHC is the last stop before returning the checklist to MPD
  • Out Process and physically sign out with HHC by COB of the last duty day prior to leave start date (“From” date on your absence request)
  • Provide a copy of your orders and absence request when out processing HHC
